Fee Policy

This Fee Policy explains how fees, deposits, and payments are handled on the BERHUB platform. By submitting a request, obtaining quotations, accepting a quote, or using the BERHUB platform, you agree to the terms set out below.

1. Purpose of the BERHUB Platform

BERHUB is an online marketplace that connects property owners, landlords, property managers, estate agents, and other property representatives with independent SEAI-registered BER Assessors.

BERHUB acts solely as a platform facilitating introductions, quotation requests, and communication between users and assessors. BERHUB does not provide BER assessments directly and is not a party to any service agreement entered into between a client and an assessor.

2. Platform Fee

When a user selects and accepts a quotation submitted by an assessor through the BERHUB platform, BERHUB charges a Platform Fee equal to 10% of the accepted quotation value.

This Platform Fee is payable as a deposit at the time of booking and is retained by BERHUB as consideration for the use of the platform and related services. The Platform Fee covers services including, but not limited to:

  • Access to assessor quotations;
  • Introduction between clients and assessors;
  • Booking management;
  • Communication tools;
  • Platform administration;
  • Customer support;
  • Ongoing development and operation of the BERHUB platform.

The Platform Fee is not a payment for the BER assessment itself.

3. Balance Payable to Assessor

The remaining balance of the accepted quotation is payable directly to the selected BER Assessor. For example:

  • Accepted quotation: €300
  • BERHUB Platform Fee (10%): €30
  • Balance payable directly to assessor: €270

Payment terms for the remaining balance are agreed directly between the client and the assessor. BERHUB is not responsible for collecting, holding, processing, or enforcing payments due directly to assessors unless expressly stated otherwise.

4. Quotation Adjustments

Quotations submitted by assessors are based on the property information provided by the user. Where an assessor determines that the information supplied is inaccurate, incomplete, or materially different from the actual property characteristics, the assessor may revise the quotation before commencing the assessment. Examples include:

  • Incorrect floor area;
  • Undisclosed extensions;
  • Additional buildings;
  • Mixed-use properties;
  • Commercial property complexities;
  • Significant alterations not disclosed in the original request.

If a revised quotation is issued, the client may either accept the revised quotation or cancel the booking.

5. Cancellations by the Client

Where a booking is cancelled before the assessor has commenced work, BERHUB may, at its sole discretion, refund part or all of the Platform Fee. In determining whether a refund is appropriate, BERHUB may consider:

  • The stage of the booking;
  • Administrative costs already incurred;
  • Work completed by BERHUB;
  • The reason for cancellation.

6. Non-Refundable Circumstances

The BERHUB Platform Fee will generally not be refundable where:

  • The assessor has scheduled or attended an appointment;
  • Access to the property is not provided as agreed;
  • Incorrect property information was supplied by the client;
  • The client fails to respond to communications necessary to progress the assessment;
  • The BER assessment cannot proceed due to circumstances within the client's control.

7. Assessor Cancellations

If an assessor cancels a booking and no alternative assessor is selected through BERHUB, the Platform Fee may be refunded in full. BERHUB reserves the right to review each case individually.

8. Disputes Regarding Assessment Services

Any dispute concerning assessment quality, assessment findings, BER ratings, certificates issued, assessor conduct, professional advice, or service delivery must be addressed directly between the client and the assessor. BERHUB may assist in facilitating communication but is not responsible for resolving contractual disputes between clients and assessors.

9. Taxes and VAT

Assessors are solely responsible for their tax obligations, VAT registration requirements, issuing invoices where required, and compliance with applicable tax laws.

Where applicable, assessor quotations are VAT inclusive. Users should review individual quotations carefully. BERHUB will issue receipts for Platform Fees collected directly by BERHUB where required.

10. Changes to Fees

BERHUB reserves the right to amend its Platform Fee structure, payment processes, or related charges at any time. Any changes will apply to future bookings and will be communicated through the website or platform.

11. No Guarantee of Quotations

Submitting a request on BERHUB does not guarantee receipt of quotations, a specific number of quotations, assessor availability, or acceptance of a request by any assessor. The Platform Fee only becomes payable once a user accepts an assessor's quotation and proceeds with a booking.
